
AREA X Vice President
Kathy Arpa
Kathy Arpa was recently appointed Area X Vice President of the Virginia Federation of Chapters, which consists of chapters in Arlington, McLean, Fairfax, Loudoun, Dulles, Metro Area of Northern Virginia and Vienna-Oakton.
Kathy Arpa was born in Pennsylvania. She began her career in the Federal Government in 1965 when she moved to Washington, DC and accepted a position with the Agency for International Development (A.I.D.). Kathy left A.I.D. in 1972 when she went to work in the Sales Branch of the U.S. Savings Bonds Division. In 1979, Kathy transferred to the Budget Office at the Department of Treasury. In l987, Kathy transferred to the Internal Revenue Service in Washington, DC. At the IRS she worked as a staff assistant, manager and physical security specialist. She retired from the Federal Government in June 2004 with 39 years of service.
Kathy is a Past President of the Federal Triangle Chapter of Federally Employed Women (FEW). She first heard about NARFE at a FEW National Training Program (NTP). NARFE was a reciprocal partner with FEW and had a exhibitor booth at the NTP. This year Kathy was a guest speaker at the FEW DC Metro Regional Training Program and spoke about “Life after Retirement and NARFE.”
Kathy joined NARFE while still working for the government. Reading the questions and answer section of the NARFE magazine helped her make the decision to retire. After she retired, she became more active in community events. She has been on the Board of Directors of the Dunn Loring Woods Civic Association for four years and also serves as the co-editor of their newsletter. She also serves as an election officer in the Stenwood Precinct of Virginia.
In September 2004, Kathy went to her first meeting of Chapter 1116 (Vienna-Oakton) and shortly thereafter volunteered to chair the Telephone Tree Committee. Two years later she was asked to serve as President of the Chapter and she is currently serving her second year in that position. She participates in the Northern Virginia Caucus Meetings with Areas IX and X. Kathy is on the 2009 VFC Convention Planning Committee as Chair of the Entertainment Committee and the Program Book Committee.
Kathy married Mark Arpa in July 1994. She now has four stepdaughters and two grandsons. She and Mark live in the Dunn Loring Woods area of Vienna, VA. Her hobbies are digital photography, collecting cookbooks and Amish memorabilia and going to country music concerts.
In Area X, most of the NARFE members or the spouses worked for the Federal Government in Washington, D.C. or the nearby suburbs. We have contact with current Federal employees every day in our daily lives, at church, our civic organizations and/or community events. We have an opportunity to reach out to current Federal employees in our neighborhood and share information about NARFE and to explain the benefits of a NARFE membership. We can help in the recruitment of new members to protect the interests of both active and retired federal employees. My goal for Area X is for chapters to share successes and to establish better communication through email, sharing newsletters, making regular submissions to the local press and recognizing members for contributions.
