Luther Santiful

Area VII VP

Luther was elected in April 2007 as Vice President of Area VII which comprises the Charlottesville, Harrisonburg, Staunton-Waynesboro-Augusta, Winchester and Page Valley Chapters located in the most beautiful part of Virginia. Also, he has served as the Vice President of the Harrisonburg Chapter since December 2006 with the responsibility for meeting programs.

Luther culminated over 50 years of Federal service in various positions ending as the U.S. Department of the Army Director of Equal Employment Opportunity (EEO) and Civil Rights before retiring in January 2005. A member of the Senior Executive Service, he was responsible for policy, guidance, direction, and oversight of all plans and programs affecting equal employment opportunity and civil rights for the Department of the Army’s 207,000 civilian personnel. In addition to directing the EEO staff, he had oversight of accessibility issues that affected the Army workplace and the public use of Army facilities.

He previously served as Director of the U.S. Army Equal Employment Opportunity Agency in the Pentagon, following his tour as Director of EEO for the U.S. Army in Europe, headquartered in Heidelberg, Germany. Prior to that, he served as Equal Employment Opportunity Officer for U.S. Army V Corps, headquartered in Frankfurt, Germany. Before his assignment with the U.S. Army, Luther held several positions in EEO, public affairs and the production department with the U.S. Naval Air Rework Facility in Norfolk, Virginia where he began federal service as a four-year machinist apprentice.

After completing his apprenticeship, Mr. Santiful earned a certificate in Industrial Management from the University of Virginia and later a Bachelor of General Studies from The George Washington University. He is also an alumnus of the Federal Executive Institute.

A native of Waverly, Virginia, Luther resides with his wife, Wilhelmina, in Edinburg, Virginia.
