Alex first government service began in 1966 when he entered the Navy ROTC program at the University of Oklahoma. After graduation in 1969, he was commissioned as an officer in the U.S. Navy and was assigned to the USS HOLDER (DD-819), a destroyer based in Norfolk, Virginia. He subsequently left active duty to attend law school, but remained in the Naval Reserve until he retired as a Commander in 1995.
Alex graduated from law school at the University of Oklahoma in 1974 and moved to Virginia Beach. The same year he married Priscilla Jones, also known as "PJ", who worked at the Naval Supply Center in Norfolk as a procurement analyst while he served on the USS Holder. Alex was admitted to the Virginia State Bar and was in private practice until 1978 when went to work for Office of the General Counsel for the Department of the Navy. His specialty was labor and employment law with an emphasis on defense of complex litigation, primarily class action employment discrimination claims and Fair Labor Standards Act (FLSA) disputes involving overtime compensation for large groups of employees. He worked from an office in Norfolk, Virginia and covered a geographic region that included all of the Southeastern states plus Oklahoma, Texas, Arkansas, Louisiana, and Puerto Rico with occasional overseas assignments.
Alex became the in-house counsel for a series of Navy regional personnel offices in 1984.
