NARFE Metro Chapter 5 meets the second Thursday of each month (except July, August and December) at:

Driving Directions: Shoney's Restaurant is located on Indian River Road directly across from Regent University and the Founders Inn Restaurant. Coming from South Military Highway, turn on Indian River Road heading east between Walgreens and Rite Aid Drug Stores. Continue on Indian River Road to the first stoplight after traveling over the Interstate 64 overpass and turn Left, then left again in front of the 7-11 convenience store. Arrive at Shoney's Restaurant. If traveling Interstate 64, get off at the East Indian River Road exit, exit 286B. Turn left at the first stoplight directly across from Regent University and the Founders Inn Restaurant, then left again in front of the 7-11 convenience store. Arrive at Shoney's Restaurant.
The Virginia Federation of Chapters of NARFE was established April 9, 1955. Eighteen national members representing ten chapters and fewer than 1,000 members in the state established the tenth state federation of NARFE. The Virginia Federation has grown to 59 member chapters with membership about 21,000. The state is divided into ten areas to which chapters are assigned by geographical location for more efficient operation. Ten Area Vice Presidents, six committee chairs, five Executive Committee members and the immediate past President serve on the Federation Board of Directors. The Federation Constitution conforms to the overall objectives of NARFE, with its By-Laws and Organizational Handbook outlining the specifics of its mode of operation.
NARFE Metro Chapter 5 is one of the oldest Chapters in existence today in the Virginia Federation of Chapters. As a parent Chapter, it supported the formation of other local Chapters in varied geographical locations for more efficient operations. Metro Chapter 5's By-Laws were revised in February, 2001. Metro Chapter 5 has provided past Virginia Federation Presidents and other Federation officers while maintaining its own Chapter officers and Chairpersons in support of important organizational positions. Metro Chapter 5 of Virginia Beach, in conjunction with other NARFE Va. Beach Chapters, supports the goals, directions and principles of the NARFE National and State organization while remaining an active non-partisan local political activist within the city of Virginia Beach, Virginia. Metro Chapter 5 members also correspond frequently with our US Congressmen and Senators as well as our State Delegates and Senators concerning issues of concern to the Chapter, State and National organization of NARFE. Members desiring up-to-date key legislative issues may also sign up for the GEMS email notifications by providing your email address. Chapter 5 recommends all members become a recipient of Gems legislative reports and use the capwiz link to correspond to your Congressmen and Senators. NARFE Metro Chapter 5 of the Virginia Federation of Chapters supports various committees to help further the goals of the organization as follows:
Membership - Chaired by Ms. Robin Poulter -supports recruitment, membership drives, new member applications, membership information and a membership program. Local Chapter Membership Chairpersons also report on the Chapter's membership activity, new members, renewed members, reinstated members, deceased members, potential members. Membership Chairs also make retention and new member recommendations to the Chapter and support membership drives.
Service Officer - (Area Vice-President) Betty Warren - Provides active and retired information to annuitants and spouses. Provides OPM contact data in the event of a deceased member. Area II Vice President Betty Warren serves to assist members in need assigned to Area II Chapters without a Service officer. Metro Chapter 5's President may be contacted by Chapter 5's members for initial help and direction as the Chapter does not have a Service Officer volunteer on their Organizational Chart at this time.
Alzheimer's Research - Chaired by Bill Dugan, supports the Chairpersons position for Chapter 5. Alzheimer's Research has been selected as the NARFE Organizations favorite charity and has thus far raised well over $8,500,000.00 in support. This is one disease we intend to see eliminated as many, many people may eventually be affected at some time in their life, robbing the person of mental abilities and burdening those that are acting as caretakers.
National and State Legislative - Chaired by J. Brewer, provides the Chapter with the latest activities of our State, Local and National Government activities and voting records. He also provides information to Chapter activists that have Email capabilities when legislative action directed at Congressmen and Senators is required. He provides the State pro-tem items to the Area II Chapters each year and attends the state legislative meeting to aid in selecting the upcoming years NARFE Virginia Federation action list.
Newsletter Committee Chairperson - Chaired by J. Brewer is temporarily acting as the Newsletter Chair person for Metro Chapter 5. The Chapter editor works with the Area II Editor and the other Area II Chapter Editors to publish a quarterly newsletter issued in January, April, July and October of each year. Metro Chapter 5 has decided to publish its Program Speakers in those intervals that coincide with the newsletter issuance.
Program Chairman - Chaired by Frank Roberts is the Program Chairperson for Chapter 5. He solicits the Chapter for ideas and areas of interest and researches the possible choices to come up with a Monthly Program Speaker. He then evaluates the speaker(s) and decides if sharing the information with other Chapters would be beneficial. For Chapter 5, the Program chairperson is an additional responsibility of the 1st Vice President.
Public Relations - open chair position -Goal is to make NARFE a household word and work with Membership chairpersons during health fairs, festivals, conventions, local businesses, newspapers or media outlets. This person would also have the responsibilities of communications Chair which includes getting the NARFE news out to potential members, spouses and family members as well as obtaining free publicity for the Chapter via news media to announce Chapter meetings. Additionally, the Communication chair would be responsible for establishing a phone contact list, maintaining a phone calling tree and organizing a member distribution committee.
Sunshine and Refreshment- Chaired by Ms. Lorrine Brewer - serves as chairperson for the Chapter. She provides get well correspondence to ill members or condolences to the family of deceased members. She also provides assistance to other strategic committee chairpersons involving Chapter functions.
Audit - Chaired by - Ms. Becky Roberts - provides financial confirmation assurances to the Chapter members and Officers responsible for the care of the Chapter treasury and expenses. This committee will be dissolved at the conclusion of the audit report at the February Chapter meeting.
Nominating - Chaired by Henry "Chip" Maurer. Responsible for collecting candidates interested in running for Chapter offices and printing up ballots, distributing to members, tallying the vote and announcing the results. For Chapter 5, the nominating committee chair is selected in September or October each year to support voting of new officers at the November Chapter meeting. Installation of officers will normally occur at the annual meeting in December or the first meeting in January following the election. This committee stands dissolved at the conclusion of the results reported at the November Chapter meeting.

TEN REASONS TO JOIN NARFE 1.
1. REPRESENTS federal retirees/employees within the state. NARFE/VFC is the only organization lobbying for our earned rights/retiree benefits at the state level. Bear in mind that no U.S. Congress or Virginia General Assembly can be relied upon to treat us fairly or with concern ...VFC has to take the initiative. 2.
2. PROVIDES a unified voice in Richmond when dealing with the governor and the General Assembly and educates state legislators and local officials about concerns of federal retirees/employees. It helps state legislators refine proposed bills affecting us all. 3.
3. PROMOTES the objectives of NARFE throughout Virginia. The VFC is the logical organization to set specific and attainable goals for the chapters to support within the state, in accomplishing the objectives of National Headquarters. VFC speaks for all Virginia members on National NARFE policy issues. 4.
4. FACILITATES effective group action to accomplish common objectives. By establishing a viable political base at the grassroots level, it channels member efforts so as to avoid personal agendas, narrow political viewpoints and pet peeves. 5.
5. TRAINS local NARFE chapter officers, committee chairs and area coordinators in order to provide top quality leadership skills for the furtherance of common goals. 6.
6. COMMUNICATES with members and the public-at-large about issues of concern to federal retirees/employees. VFC provides a larger voice than that of any single chapter. 7.
7. MAINTAINS a state political fund (VFC State Political Account) to support political candidates who share NARFE's and VFC’s legislative goals. 8.
8. MOBILIZES volunteer resources existing in chapters in ongoing support of causes vital to NARFE members. Advocates NARFE's national legislative agenda and the VFC's state Legislative agenda. 9.
9. ADVISES chapters on effective ways of carrying out various functions such as membership, services, and public relations benefiting federal retiree/employees. VFC has the unique capability through its area vice presidents to monitor chapter activities and provide assistance when needed. 10.
10. SERVES as a vehicle for the exchange of ideas among members about programs/actions of benefit to federal retirees/employees through its annual convention, the VANARFE VFC official email network, the VFC web site, www.vanarfe.org, and the "VFC Notes" (the VFC newsletter). (April 2006)
